Upgrade ArgoCD v2.13.3 → v3.3.4

Stepped through v2.14.12 → v3.0.7 → v3.1.6 → v3.2.5 → v3.3.4.
Use server-side apply with force-conflicts for CRD size limits in v3.3+.
